01/06/2011 Water meter installation process started in Tbilisi
CEO of “Georgian Water and Power” Joerg Matthies together with the deputy mayor of Tbilisi Tariel Khizaneishvili, visited working process of water meter installation in Vake-Saburtalo region, which is being implemented in the frames of water metering program.
GWP will initially start water meter installation in private houses and by the end of 2011 will install over 50 000 water meters. Company has already finished implementation of a pilot project, in the frames of which 200 water meters were installed in Isani-Samgori district “Metromsheni” settlement.
The metering principle is simple and fair – the customer who has installed meter as a rule saves both his budget and drinking water and accordingly pays just the cost of consumed water ensuring at the same time good repair of the damaged sanitary equipment at the own flat. We can say for sure that individual metering will be positively reflected on the budget of each family residing in Tbilisi. For the metered residents of Tbilisi tariff of water supply and drainage per 1 cubic meters or 1 ton makes up 26,6 tetris. For example, a family consisting of 4 members has to pay 12,6 laris per month by fixed tariff (3,15 laris per one memebr of family), while if the family consumes water in a rational way, let say 150 liters per person per day as it is a case in many countries of Europe, it will have to pay 4,80 laris per month instead of 12,6 laris.
Water meter installation will make the water supply more reliable in the city and continuity of water supply will be 24/7. Water metering will support in executing the problem of water supply insufficiency, as each customer will be oriented on consuming water more rationally.
It is also important that water metering process will help employ local citizens.
According to #18 resolution of GNERC the water distribution companies operating in Georgia have a right to install before 1 January, 2015 individual meters for the customers with private houses and those who are provided with uninterrupted water supply. According to the GNERC resolution upper limit of the cost of the meter installation per each customer is 100 laris payable by the customer, because the metering cost is not reflected in the water supply tariff. The amount will at the first stage be paid by the Company itself and the customer starts to repay the debt distributed for 24 months only after 6 months since the meter installation.
Water meter installation process will start in the beginning of June in several districts simultaniously. Company will send notifications to the customer 15 days prior to the commencement of works, will also inform about the water supply interruption/restoration and beginning and ending of the works. The metering points in private houses will be installed in ferroconcrete or plastic boxes in the ground or on the outside walls of the house. Acceptance act on commissioning of the completed facilities will be signed with the customer and water meter will be sealed. Company is installing water meters manufactured by the European company, which have 20 year lifetime period and 5 year guarantee.
